Abstract

Government procurement offers a service that is fast and direct to empower women, youth, and the disabled and combat poverty. However, all over the world, challenges facing public procurement are less inclusive due to the low number of youths accessing government procurement opportunities. Despite the legal, policy, and institutional reforms undertaken so far in the public procurement sector in Kenya, youths still find it hard to effectively access procurement opportunities in the public sector in Kenya. The main study objective was to explore the obstacles that hinder Access to Government Procurement Opportunities by youths in the county government of Kisumu. The specific objectives were to determine how procurement procedures affect Access to Government Procurement Opportunities (AGPO) by youths in the county government of Kisumu; how government sensitization affects AGPO by youths in the county government of Kisumu, and how financing affects AGPO by youths in the county government of Kisumu. The study adopted a qualitative approach, which is non-numerical in nature, to gain an in-depth understanding of why the youths are not in a position to access government procurement opportunities despite the government setting aside 30% for women, youths, and people with disability. This study used a case study research design by selecting Kisumu County. The study also adopted interviews, document reviews, and observations as the data collection methods and used thematic data analysis techniques. Purposive sampling was used on both the procurement officer and the seven youths from seven sub-counties within the county of Kisumu, since they had the knowledge and skills on procurement, totalling to eight participants. The interview protocol was used to collect qualitative data from the participants. The data collected was presented through text, narration, and verbatim. The results indicated that procurement procedures, government sensitization, and financing had significant effects when it comes to AGPO for youths. Therefore, procurement procedures must be efficient and accessible to all youths; government sensitization must be done adequately for youths to be more empowered on how to access information, and finance should be made accessible to the youths to encourage participation. The results of the proposed study will be important to policymakers, scholars, and other stakeholders for purposes of policy formulation and decision-making regarding the exploration of the obstacles that hinder AGPO by youths in the county government of Kisumu and the entire Kenya.
